Add Component in foobar : File > Preferences > Components > Install...
Download FFmpeg build : http://ffmpeg.zeranoe.com/builds/
Extract it somewhere and copy/paste contained bin/ folder path

File > Preference > Playback > Decoding > FFmpeg ... > Configure
Paste ffmpeg build bin/ folder path in "FFmpeg installation folder" input
Add WMA |*WMA to Audio file formats
